Some good news for 2014.
The list has been made official since 2 weeks already. You will be glad to know that only 3 public holidays fall in weekends. That’s nice especially after we “wasted” 5 of them during this current year.
And another good news is that all the other public holidays (except one) are ideally positioned for planning long weekends. How? They fall on one of the following days (Mondays, Tuesdays, Thursdays or Fridays).

If I’m not mistaken, it is on a “rotation” basis. On alternate years, the public holiday is allocated to some other celebration/festival for the same community.
